The first step is to place a washcloth on a smooth surface, pattern side down and tag side up. Then fold over one end by approximately one or two inches. Continue to fold until reaching the other side. Once this process is complete, a single long roll should be formed.
Double check that the colored line side of the roll is facing up before beginning the next step. This will ensure that a colorful swirl is present in the inside of the lollipop once its finished. It also makes it easier to line up the edges during rolling. When this is done, then careful roll up the washcloth in the perpendicular direction from the one before. It should form into a circle. Hold on to it tightly and do not let it come loose.
While still holding the washcloth, place it in a lollipop bag. One option is to use a thread to keep it held tight before it is within the bag. However, this also makes it harder for the recipient to take apart and may damage the cloth. By twisting the open end of the lollipop tightly everything should be kept in place without the thread. Place a small rubber band securely on the bottom of the bag.
Next, insert one stick into the bag and within the rubber band. It must reach far enough to physically touch the cloth. After this is done, tie a ribbon over the rubber band and form a bow.
